The Ontario Heritage Act Register records all HCDs initiated by a municipality and those that are either proposed or in preparation for development. If there is an objection to the establishment of an HCD, the matter is referred to the Ontario Municipal Board (OMB). Until the OMB has held a hearing or overseen mediations between parties and has provided a decision to the municipality, the HCD bylaw is considered inactive.
