The Elgin and Winter Garden Theatre Centre is owned and operated by the Ontario Heritage Trust, a not-for-profit agency of the Ministry of Tourism and Culture. The Trust led the Theatre Centre's 2½-year, $29-million restoration between 1987 and 1989.

The Elgin Theatre is the lower theatre (with a seating capacity of 1,561), while the Winter Garden sits directly above it (with a seating capacity of 992).
The Elgin and Winter Garden Theatre Centre is a live performance venue. A variety of entertainment is offered, including musicals, comedies, dramas, operas, dance, concerts and lectures.
